I have the honour to acknowledge the receipt of your letter of the 23rd. ultimo, and to inform you that if the Government of Indo-China is willing to introduce legislation prohibiting the export of prepared opium from Indo-China to Hongkong, the Governor will be prepared to include in an
enactment which is being prepared to prohibit the export of
prepared opim to China a similar prohibition of export to
Indo-China.
2.
His Excellency is not at present prepared
to prohibit the export of raw opim as suggested by voll.
